Need updates for residents regarding new COVID rules

Can citizens and residents without an active Pase de Movilidad enter Chile without doing a mandatory quarantine?

The new rules say nothing about this and at Level 1, if foreigners do not need to show a complete scheme of jabs and are free to go (without an active Pase of course) then it would be active discrimination if that was not also the case for citizens and residents.

Anyone without an active Pase de Movilidad tried taking a 200 km + interregional bus trip today or plan to in the near future?

Anyone without an active Pase de Movilidad tried eating at a restaurant with an open terrace?

Under the new rules, it no longer mentions that exception giving the impression that an active pass is now needed to dine at any restaurant.
