In the same way that Chilean parliamentarians get to set their own salaries (with the result that they are proportionally the highest-paid legislators in the world) yet another example of salarial self-help is currently being aired.
Its the bonuses awarded to state bureaucrats under the PMG, the Programa de Mejoramiento de Gestión, an incentive that rewards individual administrative improvement. But its awarded on the basis of personal auto-evaluation. Unsurprisingly, the majority ot those involved rated themselves as achieving 80-100% scores, entitling them to 7% salary bonuses.
There are attempts for this to be considered as a derecho adquirido; in Chilean labour law, a regularly recurring benefit automatically becomes part of the worker’s contract, with stiff fines for non-payment. In the private sector, this little-known “benefit” has bankrupted companies.
Given the current abysmal bureaucratic performance even during the time they are supposedly working, (ie not on phony sick leave) its just another example of how low this country is going. Its unsurprising that Chilean government now spends over 40% of revenue..on itself.
