Essentially impossible if not resident in the empire. Also, still think it is better for her not to have a US tax ID or SSN.
If you move back, you can probably game/lawyer/$$$ $the system with planning.
Is there a way to get in/out of the US if they are un-jabbed? Via religious exemption or any other method now??
