Children's scholastic score and the dreaded report card

Centuries ago when I was in school, our yearly scholastic scores were based on a scale 1 to 100. Many dreaded report card day. Rare was a report card with a rating of 100 but prodigies would often get 95-98.

A neighbor told me her child had a “promedio” of 68 and that the highest one could get was 88 and 67, 68 and 69 were considered very high. . Am I understanding her correctly? Is her child a prodigy? Where would I find a site showing average scholastic ratings for Chilean students?

Maybe someone with kids can confirm, but i have only heard of grading on a scale of up to 7.0 here.
